GAR Grand Army of the Republic Civil War Slouch Hat Pendent & Eagle Before 1900

Offered here is to the best of my knowledge a antique GAR Grand Army of the Republic Civil War Slouch Hat Pendent & Eagle pin that was made before 1900. The pin was most likely a souvenir from a national GAR convention?
The hat has a white painted on band that goes around the hat and ends with a painted bow.
The hat is suspended from a gold toned brass pin in the shape of an eagle. The eagle is clasping leaves and three arrows similar to eagles on other Civil War veteran’s pins.
Size:
The eagle is 1 & ½” wing tip to wing tip by 5/8” high.
The hat has an outer diameter at the brim of 2 & 1/16” and is 7/8” high.
Condition:
Small amount of tarnish on one of the eagle’s wings.

Small chip in paint front edge top and bottom edge of hat brim.
Overall in the condition as shown in my photographs.
